Formerly known as ELITE Youth Worldwide Inc., Resurging Communities Inc. has been a steadfast force for change since its founding in February 2001. Located in Henrico, VA, and initially launched in Richmond’s Southside, we began with a clear mission: to uplift at-risk youth and underserved families by addressing homelessness, fostering youth development, and driving community growth.

Our founder and CEO, Erica Harper, established the organization with a powerful vision and personal experience in overcoming financial and housing instability. A seasoned expert in finance, Erica has worked as a bank underwriter, mortgage loan officer, and independent broker, among other roles, and has also led other ventures, including Harp Sound Media & Entertainment and Everything New Coaching & Consulting Company. With her knowledge, drive, and dedication, Erica continues to lead Resurging Communities with compassion and a commitment to financial empowerment.
